GUWAHATI: The All Assam NET/SLET/M Phil/PhD Holders' Forum has alleged that qualified candidates with teaching experience would be deprived of appointed as Assistant Professor in colleges of the State due to a contentious guideline framed by the Directorate of Higher Education (DHE) this year.

Members of the forum said that the DHE Guidelines 2022 is not in consonance with the guidelines of the University Grants Commission (UGC). The UGC guidelines prescribe awarding to 41 marks for academic career, but the new DHE guidelines have increased the quantum of marks in this regard to 71. As a result, experience and research have been rendered meaningless, they alleged. The only beneficiaries of this guideline will be those who have been awarded marks under the Cumulative Grade Point Average (CGPA) system, they said.

Further, they said, under the UGC guidelines no marks are awarded for performance in the Matriculation and Higher Secondary examinations. However, the new DHE guidelines prescribe awarding 9 marks for each examination result. On the other hand, while the UGC prescribes awarding of 25 marks for a PhD degree, the DHE has reduced the quantum of marks for such a degree to just 13.

Similarly, the UGC prescribed awarding of 10 marks for teaching experience, but the DHE guidelines have reduced the number of marks under this head to just 2.

These factors will deprive numerous deserving and experienced candidates of appointment as Assistant Professors, they said, adding that some aspiring candidates have already moved the High Court in this connection.
